What is the real purpose of Under Secretary of State Maria Otero’s upcoming visit to Honduras? She knows the country well; from 1986  to 1989, Bolivia-born Ms. Otero was the Honduras Country Director for ACCION, a nonprofit organization that provides micro loans, business training, and financial services to the poor. In her current role, she coordinates U.S. foreign relations on among others, democracy, human rights, and migration (all relevant to Honduras today).
